Ministry of Environmental Protection Set up Special Funds to Support Air Pollution Prevention and Control Plan

Recently, in order to cooperate with the implementation of the air pollution prevention and control action plan, the Ministry of Environmental Protection is preparing a supporting air pollution prevention and control science and technology action plan, which will support scientific and technological research projects related to air pollution prevention and control through special funds.

Related technologies such as the improvement of desulfurization and denitrification technology related to the prevention and control of air pollution, motor vehicle exhaust, fine particulate matter treatment, pollution source analysis, and air pollution forecasting and early warning are all supported by the science and technology action plan. Among them, air pollution prevention and control technologies related to VOC (volatile organic compounds) and related technologies for the treatment of fine particulate matter will become one of the priorities supported by the action plan. At present, the Ministry of Environmental Protection has established an expert group with the participation of multiple departments and units. In the future, enterprises, scientific research institutes and universities can apply for relevant special funds for the action plan.

Industry insiders believe that the introduction of the action plan will become another special science and technology policy dedicated to supporting the prevention and control of air pollution after the "Blue Sky Science and Technology Project" Twelfth Five-Year Plan. In October 2012, the Ministry of Science and Technology and the Ministry of Environmental Protection jointly announced the "Twelfth Five-Year Plan for Blue Sky Science and Technology Project". The plan proposes to raise social funds through multiple channels and levels, increase investment in the implementation of key blue sky science and technology projects, and actively Use the financial and capital markets to introduce technology venture capital into the field of energy conservation and environmental protection, and carry out pilot work such as specialized enterprise loan risk compensation, technology research and development subsidies, and high-tech enterprise equity pledge loans. It also provides technical solutions and demonstration practices for air pollution prevention and control in about 10 key areas and large and medium-sized cities.
